🧬 TOP Anti-Drug Proliferation Policy: A Safe Nation, A Strong Generation

Drugs destroy families, paralyse youth, feed crime, and corrode the future of a nation. In Mauritius, the silent war of drug trafficking and synthetic drugs has claimed too many lives and devastated too many communities.

TOP – Together Our People is committed to waging a new kind of war on drugs: one based on intelligence, rehabilitation, prevention, and international cooperation, backed by strong, independent institutions.


🔍 1. Creation of a New, Independent National Anti-Drug Authority (NADA)

  • Establish a fully autonomous National Anti-Drug Authority, reporting directly to Parliament.
  • NADA will consolidate intelligence, investigation, prosecution coordination, and rehabilitation strategy under one roof.
  • Headed by an independent, apolitical commissioner with powers similar to a judge.

🕵️‍♂️ 2. Special Drug Intelligence Task Force (SDITF)

  • Create a high-tech, AI-supported task force trained in cyber-tracking, dark web surveillance, and cross-border logistics.
  • Officers seconded from police, customs, ports, and ICT sectors.
  • Direct collaboration with Interpol, UNODC, and regional anti-narcotic bureaus.

💉 3. Total Reform of ADSU and Border Protection

  • Dismantle and rebuild ADSU (Anti-Drug and Smuggling Unit) with fresh leadership, full transparency, and integrity vetting.
  • Install smart surveillance systems at all ports and airports, including AI-powered container scanning and cargo tracking.
  • Set up independent customs audit teams to monitor and verify all high-risk imports.

🧠 4. National Drug Prevention & Awareness Institute (NDPAI)

  • Launch a new institution focused solely on education, youth outreach, and mental health in drug prevention.
  • Develop school, college, and workplace campaigns through music, sport, influencers, and digital platforms.
  • Mobilize faith-based, cultural and local NGOs as partners in drug resistance awareness.

🏥 5. New Rehabilitation & Reintegration System

  • Create three state-of-the-art National Rehabilitation and Reintegration Centres, one per island region.
  • Focus on treatment, education, mental health, skills training, and job placement.
  • Decriminalise drug use for first-time users and treat them as patients, not criminals, while clamping down heavily on dealers.

👮 6. No Mercy for Traffickers, Dealers & Enablers

  • Enforce maximum sentencing for large-scale traffickers, repeat dealers, and public officials involved in drug cover-ups.
  • Fast-track Drug Offenders’ Court with no political interference.
  • Launch a “Name and Shame” register for convicted drug lords and facilitators.

🌐 7. International Partnerships

  • Sign enhanced extradition treaties and mutual legal assistance agreements with key countries.
  • Host an Annual Indian Ocean Anti-Drug Conference to coordinate sea-border control, naval intelligence, and inter-island cooperation.
  • Work with UNODC and African Union’s Plan of Action on Drug Control.
