TOP Healthcare Policy: Dignity, Access, and Innovation for All

At TOP (Together Our People), we believe that health is a fundamental human right — not a privilege for the few. Every Mauritian, regardless of income, status, or location, deserves timely, affordable, and quality healthcare. Our mission is to build a modern, inclusive, and resilient healthcare system that places the dignity of every patient at its core.

1. Universal Healthcare Access

  • TOP will enhance the free healthcare essentials for all citizens in public hospitals.
  • We will expand mobile health units and establish telemedicine services, especially for rural and underserved communities.
  • No citizen should travel long distances or face long queues for basic healthcare services.

2. Dignity and Respect for Patients

  • We will enforce a Patient Charter of Rights that ensures every individual is treated with respect, empathy, and confidentiality.
  • Training for healthcare professionals will include a strong emphasis on ethics, empathy, and communication.

3. Better Infrastructure and Modern Equipment

  • TOP will invest in upgrading hospitals and clinics with 21st-century medical equipment and digital health records.
  • A special budget will be allocated for rapid emergency response systems, modern ambulances, and trauma care.

4. Support for Medical Professionals

  • We will review and improve working conditions and career growth opportunities for nurses, doctors, and support staff.
  • Scholarships and incentives will be given to encourage Mauritian doctors abroad to return home and serve locally.

5. Affordable Private Healthcare & Insurance Reform

  • Private clinics will be encouraged to offer transparent, capped-cost care for basic services.
  • A National Health Support Scheme will be launched for low and middle-income families to access certain private services at subsidized rates.
  • We will reform public-private health insurance to ensure no Mauritian goes into debt for medical reasons.

6. Preventive Healthcare and Mental Health

  • Focus will shift from illness to wellness through public awareness on nutrition, exercise, and early screening.
  • Mental health will be made a national priority, with expanded counselling services and dedicated support centers in every region.

TOP envisions a Mauritius where no child dies from lack of care, no elder suffers in silence, and no family is ruined by hospital bills. We will fight for a healthcare system where compassion meets technology, where access meets accountability, and where every heartbeat matters.

Together Our People, Together We Heal.
